Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. CONTRACTS FOR FEDERAL PURCHASES OF EN- 1 ERGY. 2 (a) IN GENERAL.—Part 3 of title V of the National 3 Energy Conservation Policy Act (42 U.S.C. 8251 et seq.) 4 is amended by adding at the end the following new section: 5 ‘‘SEC. 554. LONG-TERM CONTRACTS FOR ENERGY. 6 ‘‘(a) IN GENERAL.—Notwithstanding section 7 501(b)(1)(B) of title 40, United States Code, an agency 8 may enter into a contract for the acquisition of energy 9 generated from renewable energy sources or from cogen- 10 eration facilities covering a period of not more than 30 11 years. 12 ‘‘(b) STANDARDIZED ENERGY PURCHASE AGREE- 13 MENT.—Not later than 90 days after the date of enact- 14 ment of this section, the Secretary, through the Federal 15 Energy Management Program, shall publish a standard- 16 ized energy purchase agreement, setting forth commercial 17 terms and conditions, that agencies may use to acquire 18 energy generated from renewable energy sources or from 19 cogeneration facilities. 20 ‘‘(c) TECHNICAL ASSISTANCE.—The Secretary shall 21 provide technical assistance to assist agencies in imple- 22 menting this section.’’. 23 VerDate Sep 11 2014 18:42 Mar 11, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1033.IH H1033 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 1033 IH (b) TABLE OF CONTENTS AMENDMENT.—The table 1 of contents for such Act is amended by adding at the end 2 of the items relating to such part 3 the following new item: 3 ‘‘Sec. 554.
