A BILL
To amend the Public Health Service Act to provide for
additional funding for teaching health centers graduate
medical education.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Expanding Teaching
4
Health Centers Act of 2021’’.
5
SEC. 2. TEACHING HEALTH CENTERS GRADUATE MEDICAL
6
EDUCATION.

Section 340H of the Public Health Service Act (42
8
U.S.C. 256h) is amended by adding at the end the fol-
9
lowing new subsection:

‘‘(k) ADDITIONAL FUNDS.—
1
‘‘(1) AUTHORIZATION
AND
APPROPRIATION.—
2
There are authorized to be appropriated, and there
3
are appropriated to the Secretary of Health and
4
Human Services, from funds not otherwise appro-
5
priated,
$123,100,000
for
fiscal
year
2021,
6
$76,800,000 for fiscal year 2022, and $108,800,000
7
for fiscal year 2023, to carry out paragraph (2), to
8
remain available until expended.
9
‘‘(2) USE
OF
FUNDS.—The amounts made
10
available by paragraph (1) shall be available for the
11
following purposes—
12
‘‘(A) for making payments to qualified
13
teaching health centers under this section based
14
on a per resident amount of not less than
15
$160,000 per resident per year;
16
‘‘(B) for making payments to new ap-
17
proved graduate medical residency training pro-
18
grams, provided that the number of full-time
19
equivalent residents for which a qualified teach-
20
ing health center receives payments pursuant to
21
subsection (a)(1)(C) for a fiscal year shall not
22
exceed by more than 6 the number of full-time
23
equivalent residents for which the center re-

ceived such payments for the preceding fiscal
1
year;
2
‘‘(C) for making payments associated with
3
the addition of residents at approved graduate
4
medical residency programs;
5
‘‘(D) for making payments to approved
6
graduate medical residency training programs
7
pursuant to subsection (g)(1) of section 340H
8
of the Public Health Service Act (42 U.S.C.
9
256h), for the number of residents at a pro-
10
gram at a number that is no lower than the
11
highest number of residents in that program for
12
the period of fiscal years 2016 through 2018;
13
‘‘(E) for making payments pursuant to
14
section 5508(a) of Public Law 111–148 (42
15
U.S.C. 293l–1), for teaching health center de-
16
velopment grants to new approved graduate
17
medical residency programs; and
18
‘‘(F) for making grants to qualified teach-
19
ing health centers to support the improvement,
20
renovation, or modernization of infrastructure
21
at such centers.’’.
