A BILL
To amend title IX of the Social Security Act to extend
and increase emergency unemployment relief for govern-
mental entities and nonprofit organizations, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Emergency Unemploy-
4
ment Relief for Nonprofits Act’’.

SEC. 2. EXTENSION OF EMERGENCY UNEMPLOYMENT RE-

LIEF FOR GOVERNMENTAL ENTITIES AND
2
NONPROFIT ORGANIZATIONS.

(a) IN GENERAL.—Section 903(i)(1)(D) of the Social
4
Security Act (42 U.S.C. 1103(i)(1)(D)) is amended by
5
striking ‘‘March 14, 2021’’ and inserting ‘‘October 3,
6
2021’’.

(b) INCREASE IN REIMBURSEMENT RATE.—Section
8
903(i)(1)(B) of such Act (42 U.S.C. 1103(i)(1)(B)) is
9
amended—
10
(1) in the first sentence, by inserting ‘‘and ex-
11
cept as otherwise provided in this subparagraph’’
12
after ‘‘as determined by the Secretary of Labor’’;
13
and
14
(2) by inserting after the first sentence the fol-
15
lowing: ‘‘With respect to the amounts of such com-
16
pensation paid for weeks of unemployment beginning
17
after March 31, 2021, and ending on or before Octo-
18
ber 3, 2021, the preceding sentence shall be applied
19
by substituting ‘75 percent’ for ‘one-half’.’’.
