the Committee on Health, Education, Labor, and Pensions
A BILL
To support the provision of library services and technology
to meet the needs stemming from the coronavirus.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Library Stabilization
4
Fund Act’’.
5
SEC. 2. PURPOSES.
6
The purposes of this Act are—
7
(1) to enable libraries to keep individuals and
8
communities safe, connected, and participating in,
9
and contributing to, our economic recovery; and

(2) to ensure libraries can continue to support
1
the continuity of learning, combat learning loss, and
2
offer early literacy, distance learning, adult edu-
3
cation, job seeking and skills training, health infor-
4
mation, and telehealth services.

SEC. 3. FUNDS FOR LIBRARY SERVICES AND TECHNOLOGY.
6
(a) IN GENERAL.—There is appropriated, out of
7
amounts in the Treasury not otherwise appropriated,
8
$200,000,000, to remain available until expended, to carry
9
out the Library Services and Technology Act (20 U.S.C.
10
9121 et seq.), as authorized under subtitle B of the Mu-
11
seum and Library Services Act (20 U.S.C. 9121 et seq.),
12
including for administrative costs authorized under section
13
210C of such Act (20 U.S.C. 9111), except that—
14
(1) section 221(b)(3)(A) of the Library Service
15
and Technology Act shall be applied by substituting
16
‘‘$2,000,000’’ for ‘‘$680,000’’ and by substituting
17
‘‘$200,000’’ for ‘‘$60,000’’; and
18
(2) section 221(b)(3)(C) and subsections (b)
19
and (c) of section 223 of such Act shall not apply
20
to funds provided under this section.

(b) USES OF FUNDS.—As authorized under the Li-
22
brary Services and Technology Act (20 U.S.C. 9121 et
23
seq.), funds provided under this section may be used for
24
activities such as—

(1) maintaining and enhancing library oper-
1
ations and services;
2
(2) offering greater access to technology
3
through libraries, including through expanding dig-
4
ital networks and connectivity, purchasing and lend-
5
ing hotspots and other technology, and purchasing
6
and making available digital content, resources, and
7
services; and
8
(3) ensuring training and technical support for
9
libraries, including to assist with the safe handling
10
of materials and the implementation, use, provision,
11
and retention of technology and services.

(c) EMERGENCY DESIGNATION.—
13
(1) IN
GENERAL.—The amounts provided by
14
section are designated as an emergency requirement
15
pursuant to section 4(g) of the Statutory Pay-As-
16
You-Go Act of 2010 (2 U.S.C. 933(g)).
17
(2) DESIGNATION IN SENATE.—In the Senate,
18
this section is designated as an emergency require-
19
ment pursuant to section 4112(a) of H. Con. Res.
20
71 (115th Congress), the concurrent resolution on
21
the budget for fiscal year 2018.
