To amend title 23, United States Code, to create a pilot
program concerning drugged driving prevention, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Reinforcing Impaired
4
Driving Education Act of 2021’’ or the ‘‘RIDE Act of
5
2021’’.

SEC. 2. PILOT PROGRAM ON DRUGGED DRIVING PREVEN-

TION.

Section 403 of title 23, United States Code, is
3
amended by adding at the end the following:
4
‘‘(k) DRUGGED DRIVING PREVENTION PILOT PRO-
5
GRAM.—
6
‘‘(1) IN GENERAL.—Not later than 1 year after
7
the date of enactment of this subsection, the Sec-
8
retary of Transportation, acting through the Admin-
9
istrator of the National Highway Traffic Safety Ad-
10
ministration, shall establish a pilot program to cre-
11
ate, and study the effects of, a public marketing
12
campaign to raise awareness on driving while under
13
the influence of prescription and over-the-counter
14
medications.

‘‘(2) CONSULTATION.—In implementing the
16
pilot program, the Secretary may consult with phar-
17
macies, pharmaceutical companies, and govern-
18
mental and nongovernmental organizations.
19
‘‘(3) LOCATIONS.—The Secretary shall imple-
20
ment the pilot program in States or territories that
21
are most affected by the opioid epidemic.
22
‘‘(4) SUNSET.—The pilot program shall termi-
23
nate on the date that is 2 years after the date on
24
which the pilot program is established.

‘‘(5) REPORT.—Not later than 1 year after the

date of termination of the pilot program, the Sec-
2
retary shall submit to Congress a report on the re-
3
sults of the study of the effects of the public mar-
4
keting campaign.’’.
