SHORT TITLE. 1 This Act may be cited as the ‘‘New Philadelphia Na- 2 tional Historic Site Act’’. 3 SEC. 2. DEFINITIONS. 4 In this Act: 5 (1) HISTORIC SITE.—The term ‘‘Historic Site’’ 6 means the New Philadelphia National Historic Site 7 established by this Act. 8 (2) MAP.—The term ‘‘Map’’ means the map ti- 9 tled ‘‘New Philadelphia National Historic Site Pro- 10 posed Boundary’’, numbered 591/176,516, and 11 dated July, 2021. 12 (3) SECRETARY.—The term ‘‘Secretary’’ means 13 the Secretary of the Interior. 14 (4) STATE.—The term ‘‘State’’ means the State 15 of Illinois. 16 SEC. 3. ESTABLISHMENT OF NEW PHILADELPHIA. 17 (a) ESTABLISHMENT.—Subject to subsection (c), 18 there is established the New Philadelphia National His- 19 toric Site in the State of Illinois as a unit of the National 20 Park System to preserve, protect, and interpret the history 21 and archeological resources of the town established by 22 Frank McWorter, a formerly enslaved man, in 1836. 23 (b) BOUNDARY.—The boundaries of the Historic Site 24 shall be the boundaries generally depicted on the Map. 25 VerDate Sep 11 2014 23:50 Sep 20, 2022 Jkt 029200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H820.RFS H820 pbinns on DSKJLVW7X2PROD with $$_JOB 3 HR 820 RFS (c) SECRETARIAL DETERMINATION.—The Historic 1 Site shall not be established until the date on which the 2 Secretary determines that the Secretary has acquired a 3 sufficient quantity of land or interests in and within the 4 boundary of the Historic Site to constitute a manageable 5 unit. 6 (d) NOTICE.—Not later than 30 days after the date 7 on which the Secretary makes a determination under sub- 8 section (c), the Secretary shall publish in the Federal Reg- 9 ister notice of the establishment of the Historic Site. 10 SEC. 4. ADMINISTRATION. 11 (a) IN GENERAL.—The Secretary shall administer 12 land within the boundary of the Historic Site in accord- 13 ance with— 14 (1) this Act; and 15 (2) the laws generally applicable to units of the 16 National Park System, including— 17 (A) section 100101(a), chapter 1003, and 18 sections 100751(a), 100752, 100753, and 19 102101 of title 54, United States Code; and 20 (B) chapter 3201 of title 54, United States 21 Code. 22 (b) COOPERATIVE AGREEMENTS.—The Secretary 23 may enter into cooperative agreements with the State or 24 other public and nonpublic entities, under which the Sec- 25 VerDate Sep 11 2014 23:50 Sep 20, 2022 Jkt 029200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H820.RFS H820 pbinns on DSKJLVW7X2PROD with $$_JOB 4 HR 820 RFS retary may identify, interpret, and provide assistance for 1 the preservation of non-Federal land within the bound- 2 aries of the Historic Site and at sites in close proximity 3 to the Historic Site, but located outside the boundaries 4 of the Historic Site, including providing for placement of 5 directional and interpretive signage, exhibits, and tech- 6 nology-based interpretive devices. 7 (c) ACQUISITION OF LAND.—The Secretary may ac- 8 quire any land (including interests in land), within the 9 Historic Site boundary by donation, transfer, exchange, or 10 purchase from a willing seller using donated or appro- 11 priate funds. 12 (d) MANAGEMENT PLAN.—Not later than 3 years 13 after the date on which funds are first made available to 14 carry out this Act, the Secretary, in consultation with the 15 State, shall complete a general management plan for the 16 Historic Site in accordance with any other applicable laws. 17 (e) NO BUFFER ZONE CREATED.—Nothing in this 18 Act, the acquisition of the land or an interest in land au- 19 thorized by this Act, or the management plan for the Park 20 shall be construed to create buffer zones outside of the 21 Park.
