Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Stop China’s IP Theft 4 Act’’. 5 SEC. 2. FINDINGS. 6 Congress finds the following: 7 VerDate Sep 11 2014 17:40 Feb 24, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H824.IH H824 pamtmann on DSKBC07HB2PROD with BILLS 2 •HR 824 IH (1) China is perpetrating what Secretary of De- 1 fense Mark Esper has called ‘‘the greatest intellec- 2 tual property theft in human history’’. 3 (2) A report by the Australian Strategic Policy 4 Institute has found that since 2007 approximately 5 500 Chinese military scientists were sent to the 6 United States to study. According to the report 7 China has been sending soldiers to study science and 8 engineering in Western universities including the 9 United States as part of a widespread effort to col- 10 lect military technology. 11 SEC. 3. STATEMENT OF POLICY. 12 It is the policy of the United States to prohibit the 13 entry of Chinese Communist Party leaders and military 14 and government officials of the People’s Republic of China 15 into the United States until the Government of the Peo- 16 ple’s Republic of China ceases its efforts to infringe on 17 the intellectual property rights of the United States. 18 SEC. 4.
