A BILL
To promote diversity in the national apprenticeship system.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Apprenticeship Access
4
for All Act of 2021’’.
5
SEC. 2. PROMOTING DIVERSITY IN THE NATIONAL APPREN-
6
TICESHIP SYSTEM.
7
The Secretary of Labor shall promote diversity and
8
ensure equal opportunity to participate in programs for
9
apprentices, youth apprentices, and pre-apprentices, in-
10
cluding—

(1) taking steps necessary to promote diversity
1
in apprenticeable occupations under the national ap-
2
prenticeship system, especially in high-skill, high-
3
wage, or in-demand industry sectors and occupations
4
in areas with high percentages of low-income individ-
5
uals;
6
(2) ensuring programs under the national ap-
7
prenticeship system—
8
(A) adopt and implement policies to pro-
9
vide for equal opportunity in such programs, as
10
described in section 30.3 of title 29, Code of
11
Federal Regulations (as in effect on January
12
31, 2020);
13
(B) do not engage in intimidation or retal-
14
iation as prohibited under section 30.17 of title
15
29, Code of Federal Regulations (as in effect on
16
January 31, 2020); and
17
(C) are subject, for any violation of sub-
18
paragraphs (A) or (B), to enforcement action
19
as described in section 30.15 of title 29, Code
20
of Federal Regulations (as in effect on January
21
31, 2020); and
22
(3) supporting the recruitment, employment,
23
and retention of nontraditional apprenticeship popu-
24
lations in programs under the national apprentice-
