WITHDRAWAL. 1 (a) IN GENERAL.—Subject to valid existing rights, 2 the Federal land described in subsection (b) is withdrawn 3 from all forms of— 4 (1) location, entry, and patent under the mining 5 laws; and 6 (2) disposition under the mineral leasing, min- 7 eral materials, and geothermal leasing laws. 8 (b) DESCRIPTION.—The Federal land referred to in 9 subsections (a) and (c) is the approximately 4,288 acres 10 of land administered by the Director of the Bureau of 11 Land Management and generally depicted as ‘‘Tract A’’, 12 ‘‘Tract B’’, ‘‘Tract C’’, and ‘‘Tract D’’ on the map entitled 13 ‘‘Placitas, New Mexico Area Map’’ and dated November 14 13, 2019. 15 (c) SURFACE ESTATE.— 16 (1) IN GENERAL.—Subject to the reservation of 17 the mineral estate under paragraph (2), nothing in 18 this Act prohibits the Secretary of the Interior from 19 conveying the surface estate of the Federal land de- 20 scribed in subsection (b) in accordance with— 21 (A) the Federal Land Policy and Manage- 22 ment Act of 1976 (43 U.S.C. 1701 et seq.); or 23 (B) the Act of June 14, 1926 (commonly 24 known as the ‘‘Recreation and Public Purposes 25 Act’’) (43 U.S.C. 869 et seq.). 26 VerDate Sep 11 2014 22:19 Jan 31, 2022 Jkt 029200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S180.RS S180 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 180 RS (2) MINERAL ESTATE.—Any conveyance of the 1 surface estate of the Federal land described in sub- 2 section (b) shall require a reservation of the mineral 3 estate to the United States. 4 VerDate Sep 11 2014 22:19 Jan 31, 2022 Jkt 029200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S180.RS S180 pamtmann on DSKBC07HB2PROD with BILLS Calendar No. 257 117TH CONGRESS 2D SESSION S. 180 [Report No. 117–60] A BILL To withdraw certain Bureau of Land Management land from mineral development.
