A BILL
To provide that an order or other action by the President,
Secretary of the Interior, or Department of the Interior
official imposing a moratorium on Federal oil and gas
leasing or permitting shall not take effect unless a joint
resolution of approval is enacted, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Safeguarding Oil and
4
Gas Leasing and Permitting Act of 2021’’.

SEC. 2. CONGRESSIONAL APPROVAL FOR ANY ORDER IM-

POSING A MORATORIUM ON FEDERAL OIL
2
AND GAS LEASING AND PERMITTING.

Any order or other action by the President, Secretary
4
of the Interior, or Department of Interior official with del-
5
egated authority that has the effect of placing the Bureau
6
of Land Management in violation of its statutory require-
7
ments to process permits, approve permits within permit-
8
ting deadlines, and hold quarterly lease sales, with respect
9
to Federal oil and gas leasing and permitting, shall have
10
no force or effect unless—
11
(1) the proposed order or action is submitted to
12
Congress; and
13
(2) a joint resolution that approves the order or
14
action is enacted within 30 legislative days after re-
15
ceipt of such proposed order or action.
