ZERO-EMISSION BUS REQUIREMENTS. 1 (a) IN GENERAL.—Chapter 53 of title 49, United 2 States Code, is amended by inserting after section 5312 3 the following: 4 ‘‘§ 5313. Zero-emission bus requirements 5 ‘‘(a) IN GENERAL.—Notwithstanding any other re- 6 quirements of this chapter, not later than October 1, 7 2029, any bus purchased or leased with funds provided 8 under this chapter or otherwise provided by the Federal 9 Transit Administration for purposes of providing public 10 transportation shall be a zero-emission bus. 11 ‘‘(b) FEDERAL SHARE.—Notwithstanding any other 12 requirements of this chapter, the Federal share of the cost 13 of any zero-emission bus purchased or leased with funds 14 provided under this chapter or otherwise provided by the 15 Federal Transit Administration for purposes of providing 16 public transportation shall be 90 percent. 17 ‘‘(c) DEFINITION OF ZERO-EMISSION BUS.—In this 18 section, the term ‘zero-emission bus’ means a bus that, 19 under any possible operational modes or conditions, pro- 20 duces no exhaust emissions of— 21 ‘‘(1) any greenhouse gas; or 22 ‘‘(2) any air pollutant for which air quality cri- 23 teria are issued under section 108 of the Clean Air 24 Act (42 U.S.C. 7408) or for which a national ambi- 25 VerDate Sep 11 2014 02:16 Feb 16, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H512.IH H512 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 512 IH ent air quality standard has been promulgated under 1 section 109 of such Act (42 U.S.C. 7409).’’. 2 (b) CONFORMING AMENDMENT.—The table of sec- 3 tions for chapter 53 of title 49, United States Code, is 4 amended by inserting after the item related to section 5 5312 the following new item: 6 ‘‘5313. Zero-emission bus requirements.’’. SEC. 3. REPORT ON BEST PRACTICES IMPLEMENTING 7 ZERO-EMISSION BUS FLEETS. 8 (a) IN GENERAL.—Not later than 1 year after the 9 date of enactment of this Act, the Secretary of Transpor- 10 tation shall compile, and make publicly available, a report 11 containing best practices and lessons learned by transit 12 agencies and States that have implemented or are in the 13 process of implementing zero-emission bus fleets. 14 (b) CONSULTATION.—In compiling the report, the 15 Secretary shall consult with transit agencies, States, zero- 16 emission bus manufacturers, and other stakeholders that 17 the Secretary determines are appropriate. 18 (c) UPDATES TO REPORT.—The Secretary shall up- 19 date the report required under subsection (a) annually. 20 SEC. 4.
