To amend the Office of National Drug Control Policy Reauthorization Act
of 1998 to direct the Office of National Drug Control Policy to publish
a list of drug control grant programs, and for other purposes.

Mr. TRONE (for himself and Mr. BURCHETT) introduced the following bill;
which was referred to the Committee on Oversight and Reform, and in
addition to the Committee on Energy and Commerce, for a period to be
subsequently determined by the Speaker, in each case for consideration
of such provisions as fall within the jurisdiction of the committee con-
cerned
A BILL
To amend the Office of National Drug Control Policy Reau-
thorization Act of 1998 to direct the Office of National
Drug Control Policy to publish a list of drug control
grant programs, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Effective Drug Control
4
Strategy Act of 2021’’.

SEC. 2. FEDERAL DRUG DEMAND REDUCTION ACTIVITIES.

(a) PUBLICATION OF LIST.—

(1) AMENDMENT.—Section 705(f) of the Office
3
of National Drug Control Policy Reauthorization Act
4
of 1998 (21 U.S.C. 1704(f)) is amended by inserting
5
at the end the following new paragraph:
6
‘‘(5) PUBLICATION
OF
LIST.—The Director
7
shall publish online a complete list of all drug con-
8
trol program grant programs and any other relevant
9
information included in the information tracked pur-
10
suant to paragraph (1).’’.
11
(2) DEADLINE
AND
FREQUENCY.—Not later
12
than one year after the date of the enactment of this
13
Act, and annually thereafter, the Director of Na-
14
tional Drug Control Policy shall publish the list re-
15
quired under section 705(f)(5) of the National Drug
16
Control Act of 1998, as added by paragraph (1).
17
(b) NATIONAL DRUG CONTROL STRATEGY.—Section
18
706(c)(1) of the Office of National Drug Control Policy
19
Reauthorization Act of 1998 (21 U.S.C. 1705(c)(1)) is
20
amended by adding at the end the following new subpara-
21
graph:

‘‘(O) A review of all federally funded de-
23
mand reduction activities, including an evalua-
24
tion of—

‘‘(i) the effectiveness of those activi-

ties;
2
‘‘(ii) the contribution of those activi-
3
ties to demand reduction activities funded
4
by State, local, and Tribal governments;
5
and
6
‘‘(iii) whether any duplication or inef-
7
ficiency in federally funded demand reduc-
8
tion activities needs to be addressed.’’.
