Mr. BLUMENAUER, Mrs. HAYES, Mr. GALLEGO, Mr. CONNOLLY, Mr.
LOWENTHAL, Ms. WILLIAMS of Georgia, and Ms. CHU) introduced the
following bill; which was referred to the Committee on Oversight and Re-
form, and in addition to the Committees on Transportation and Infra-
structure, Natural Resources, Armed Services, and Veterans’ Affairs, for
a period to be subsequently determined by the Speaker, in each case for
consideration of such provisions as fall within the jurisdiction of the com-
mittee concerned
A BILL
To prohibit the use of Federal funds for the commemoration
of certain former Presidents, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘No Glory for Hate
4
Act’’.

SEC. 2. FEDERAL FUNDS RESTRICTION ON COMMEMO-

RATING CERTAIN FORMER PRESIDENTS.

Notwithstanding section 3102 of title 40, United
3
States Code, no Federal funds may be used to—
4
(1) create or display any symbol, monument, or
5
statue commemorating any former President that
6
has been twice impeached by the House of Rep-
7
resentatives on or before the date of enactment of
8
this Act or has been convicted of a State or Federal
9
crime relating to actions taken in an official capacity
10
as President of the United States on Federal public
11
land, including any highway, park, subway, Federal
12
building, military installation, street, or other Fed-
13
eral property; or
14
(2) name, designate, or redesignate a Federal
15
building or Federal land after, or in commemoration
16
of, any former President that has been twice im-
17
peached by the House of Representatives on or be-
18
fore the date of enactment of this Act or has been
19
convicted of a State or Federal crime relating to ac-
20
tions taken in an official capacity as President of the
21
United States.

SEC. 3. RESTRICTION OF FEDERAL FUNDS FOR PROPERTY

BEARING THE NAME OF CERTAIN FORMER
2
PRESIDENTS.

Notwithstanding any other provision of law, no Fed-
4
eral funds or other Federal financial assistance may be
5
provided to a State, political subdivision thereof, or entity
6
if any such funds or financial assistance will be used for
7
the benefit of any building, land, structure, installation,
8
or any other property that bears the name, or is named
9
or designated in commemoration of, any former President
10
that has been twice impeached by the House of Represent-
11
atives on or before the date of enactment of this Act or
12
has been convicted of a State or Federal crime relating
13
to actions taken in an official capacity as President of the
14
United States.

SEC. 4. FORMER PRESIDENTS ACT RESTRICTION.

Notwithstanding any provision of the Act entitled
17
‘‘An Act to provide retirement, clerical assistants, and free
18
mailing privileges to former Presidents of the United
19
States, and for other purposes’’, approved August 25,
20
1958 (3 U.S.C. 102 note; commonly known as the
21
‘‘Former Presidents Act of 1958’’), any former President
22
that has been twice impeached by the House of Represent-
23
atives on or before the date of enactment of this Act or
24
has been convicted of a State or Federal crime relating
25
to actions taken in an official capacity as President of the

United States is not entitled to receive any benefit, other
1
than Secret Service protection, under such Act.

SEC. 5. PROHIBITION OF BURIAL OF CERTAIN FORMER
3
PRESIDENTS.

Section 7722(a) of title 10, United States Code, is
5
amended by adding at the end the following:
6
‘‘(3) In carrying out paragraphs (1) and (2), the Sec-
7
retary of Defense shall not approve a determination of eli-
8
gibility for interment or inurnment in Arlington National
9
Cemetery made by the Secretary of the Army that permits
10
the interment or inurnment in Arlington National Ceme-
11
tery of any former President that has been twice im-
12
peached by the House of Representatives on or before the
13
date of enactment of this Act or has been convicted of
14
a State or Federal crime relating to actions taken in an
15
official capacity as President of the United States.’’.
