GRANTS FOR TRAINING AND SUPPORT SERVICES 1 FOR FAMILIES AND CAREGIVERS OF PEOPLE 2 LIVING WITH ALZHEIMER’S DISEASE OR A RE- 3 LATED DEMENTIA. 4 Subpart I of part D of title III of the Public Health 5 Service Act (42 U.S.C. 254b et seq.) is amended by adding 6 at the end the following: 7 ‘‘SEC. 330O. GRANTS FOR TRAINING AND SUPPORT SERV- 8 ICES FOR FAMILIES AND CAREGIVERS OF 9 PEOPLE LIVING WITH ALZHEIMER’S DISEASE 10 OR A RELATED DEMENTIA. 11 ‘‘(a) DEFINITIONS.—In this section: 12 ‘‘(1) AREA AGENCY ON AGING.—The term ‘area 13 agency on aging’ has the meaning given the term in 14 section 102 of the Older Americans Act of 1965. 15 ‘‘(2) MEDICALLY UNDERSERVED COMMUNITY.— 16 The term ‘medically underserved community’ has the 17 meaning given the term in section 799B. 18 ‘‘(b) GRANTS.—The Secretary may award grants to 19 public or nonprofit private health care providers described 20 in subsection (c) for the purpose of expanding training 21 and support services for families and caregivers of people 22 living with Alzheimer’s disease or a related dementia if 23 such health care providers— 24 ‘‘(1) meet the conditions for receiving grants 25 under subsection (d); and 26 VerDate Sep 11 2014 21:51 Feb 06, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S56.IS S56 kjohnson on DSK79L0C42PROD with BILLS 3 •S 56 IS ‘‘(2) submit an application to the Secretary in 1 such form, in such manner, and containing such 2 agreements, assurances, and information as the Sec- 3 retary may reasonably require. 4 ‘‘(c) RECIPIENTS OF GRANTS.—The public or non- 5 profit private health care providers described in this sub- 6 section shall include— 7 ‘‘(1) health care organizations; 8 ‘‘(2) community health centers; 9 ‘‘(3) nursing homes; 10 ‘‘(4) senior centers; 11 ‘‘(5) area agencies on aging; 12 ‘‘(6) community-based organizations; 13 ‘‘(7) organizations providing support services 14 for families and caregivers of patients with younger- 15 onset Alzheimer’s disease or a related dementia; and 16 ‘‘(8) State, local, and tribal public health agen- 17 cies and social service agencies. 18 ‘‘(d) CONDITIONS FOR RECEIVING GRANTS.—To be 19 eligible to receive a grant awarded under subsection (b), 20 a public or nonprofit health care provider described in sub- 21 section (c) shall agree— 22 ‘‘(1) to employ a comprehensive approach to 23 caring for patients with Alzheimer’s disease or a re- 24 lated dementia that integrates treatment of such pa- 25 VerDate Sep 11 2014 21:51 Feb 06, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S56.IS S56 kjohnson on DSK79L0C42PROD with BILLS 4 •S 56 IS tients with training and support services for the 1 families and caregivers of such patients; 2 ‘‘(2) in any program to be funded by a grant 3 awarded under subsection (b), that services will be 4 provided in the languages most appropriate for, and 5 with consideration for the cultural backgrounds of, 6 the individuals for whom the services are provided; 7 and 8 ‘‘(3) to provide outreach activities to inform the 9 public of the services of the program, and to provide 10 information on Alzheimer’s disease and related de- 11 mentias to the public. 12 ‘‘(e) COORDINATION.—The Secretary shall coordinate 13 with the Director of the Office on Women’s Health and 14 the Director of the Office of Minority Health in order to 15 ensure that women, minorities, and patients who live in 16 medically underserved communities are able to benefit 17 from the training and support services funded through 18 grants awarded under subsection (b). 19 ‘‘(f) FUNDING.— 20 ‘‘(1) AUTHORIZATION OF APPROPRIATIONS.— 21 For the purpose of carrying out this section, there 22 are authorized to be appropriated such sums as may 23 be necessary for each of fiscal years 2021 through 24 2025. 25 VerDate Sep 11 2014 21:51 Feb 06, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S56.IS S56 kjohnson on DSK79L0C42PROD with BILLS 5 •S 56 IS ‘‘(2) ALLOCATION FOR MEDICALLY UNDER- 1 SERVED COMMUNITIES.—Of the amounts appro- 2 priated under paragraph (1) for a fiscal year, the 3 Secretary shall make available not less than 10 per- 4 cent for grants awarded under subsection (b) to pub- 5 lic or nonprofit private health care providers that 6 primarily serve medically underserved communities 7 and meet the requirements under this section.’’. 8 Æ VerDate Sep 11 2014 21:51 Feb 06, 2021 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\S56.IS S56 kjohnson on DSK79L0C42PROD with BILLS
