To make supplemental appropriations to carry out farm
stress programs, provide for expedited additional support
under the farm and ranch stress assistance network,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Stemming the Tide
4
of Rural Economic Stress and Suicide under COVID–19
5
Act’’ or the ‘‘STRESS under COVID–19 Act’’.

SEC. 2. EXPEDITED ADDITIONAL SUPPORT FOR FARM AND

RANCH STRESS ASSISTANCE NETWORK.

(a) EMERGENCY FUNDING.—
3
(1) IN GENERAL.—In addition to amounts oth-
4
erwise made available to carry out section 7522 of
5
the Food, Conservation, and Energy Act of 2008 (7
6
U.S.C. 5936), out of the funds of the Treasury not
7
otherwise appropriated, there is appropriated to
8
carry out such section $10,000,000, to remain avail-
9
able until September 30, 2022.

(2) ALLOCATION.—Not later than 60 days after
11
the date of the enactment of this Act, from the
12
amounts made available under paragraph (1), the
13
Secretary shall award to each eligible recipient (as
14
specified in section 7522(c) of the Food, Conserva-
15
tion, and Energy Act of 2008 (7 U.S.C. 5936(c)))
16
that meets the criteria determined by the Secretary,
17
and submits an application within the time period
18
specified by the Secretary, an amount to be deter-
19
mined by the Secretary, except in no case may such
20
amount exceed $500,000.

(b) AUTHORIZATION OF APPROPRIATIONS.—In addi-
22
tion to amounts otherwise authorized to be appropriated
23
to carry out section 7522 of the Food, Conservation, and
24
Energy Act of 2008 (7 U.S.C. 5936), there is authorized
25
to be appropriated to the Secretary of Agriculture to carry
