Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Local Solutions to End 4 Homelessness Act of 2021’’. 5 SEC. 2. MINIMUM ALLOCATION REQUIREMENT FOR EMER- 6 GENCY SOLUTIONS GRANTS PROGRAM. 7 Section 414(b) of the McKinney-Vento Homeless As- 8 sistance Act (42 U.S.C. 11373(b)) is amended to read as 9 follows: 10 VerDate Sep 11 2014 00:51 Feb 05, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H213.IH H213 kjohnson on DSK79L0C42PROD with BILLS 2 •HR 213 IH ‘‘(b) MINIMUM ALLOCATION REQUIREMENT.— 1 ‘‘(1) IN GENERAL.—If, under the allocation 2 provisions applicable under this subtitle, a metropoli- 3 tan city or an urban county would receive a grant 4 of less than .05 percent of the amounts appropriated 5 under section 408 and made available to carry out 6 this subtitle for any fiscal year, such amount shall 7 be reallocated to the State in which the metropolitan 8 city or urban county, as applicable, is located, except 9 that— 10 ‘‘(A) in the case of the metropolitan city, 11 such amount shall be reallocated to the urban 12 county in which the metropolitan city is located, 13 if the urban county— 14 ‘‘(i) has previously received and ad- 15 ministered assistance under this section; 16 and 17 ‘‘(ii) agrees to receive such amount; 18 and 19 ‘‘(B) in the case of the urban county, such 20 amount shall be provided to the urban county 21 if the urban county has previously received and 22 administered assistance under this section. 23 ‘‘(2) EXCEPTION.—Notwithstanding paragraph 24 (1), a metropolitan city shall receive the grant 25 VerDate Sep 11 2014 00:51 Feb 05, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H213.IH H213 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 213 IH amount described such paragraph if the metropoli- 1 tan city— 2 ‘‘(A) is located in a State that does not 3 have counties as local governments; 4 ‘‘(B) has a population greater than 40,000 5 but less than 50,000 as used in determining the 6 fiscal year 1987 community development block 7 grant program allocation; and 8 ‘‘(C) was allocated in excess of $1,000,000 9 in community development block grant funds in 10 fiscal year 1987. 11 ‘‘(3) AMOUNTS REALLOCATED TO URBAN COUN- 12 TIES.—An urban county that receives amounts re- 13 allocated under paragraph (1)(A) shall expend those 14 amounts for the benefit of metropolitan cities lo- 15 cated in the urban county.’’. 16 Æ VerDate Sep 11 2014 00:51 Feb 05, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H213.IH H213 kjohnson on DSK79L0C42PROD with BILLS
